(two) Wherever a party has no nationality, or his / her nationality can not be identified, the regulation from the state of his / her habitual home (hereinafter known as “legislation of habitual home”) shall govern, and where the habitual residence can not be discovered, then the legislation in the country of his / her residence shall govern.It
